Clay White is the Director of Planning with LDC, Inc. Clay has over 20 years’ experience serving private sector clients and cities and counties throughout Washington as a land use planner. Before joining LDC, Clay spent over five years as Planning and Development Services Director for Snohomish County.

Mr. White has broad experience at the local, regional, and state level on planning issues. This includes over 15 years working on land use law, policy, and rules regarding Growth Management, SEPA, regulatory reform, housing, and watershed planning.

His unique focus on communication and relationships he has forged in the public sector ensure smooth and efficient permitting processes for clients. During his career, Clay has successfully managed and processed all levels of complex land use permits ranging from subdivisions to large Windfarms and Master Plan Resorts.

Mr. Whites’ ability to understand the connection between land use law, policy, and regulation has uniquely positioned him to work on the most complex policy issues.  Clay has extensive code and policy experience including assisting Stevens County enact its first GMA Comprehensive Plan and working on policy to proactively tackle housing affordability issues in our region.

He has served as President of the Washington State Association of Regional and County Planning Directors, been a member of the Washington State Transportation Improvement Board, and Co-Chair of the Regional Staff Committee for the Puget Sound Regional Council.
